You may mirror this archive provided you do so according to these following coupla terms

You can either take all the C src files and place them in a raw index/directory along with the file _INFO_ (which you can retrive by clicking on it)

OR

You can mirror it exactly as it is, without any modification, except that neccessary to maintain the link structure.

That means the following files must be mirrored (in addition to the code bits):

http://benland.muc.edu/~clouds/code/mirror.html
http://benland.muc.edu/~clouds/code/_INFO_

Either way is fine. Please note even tho this is publically available src (both the C and html), all copyrights are retained by the author.
